Founded in 2009, 4 City Construction & Development provides a wide range of construction-related services for Houston-area clients, both public and private.
Recently, the certified SBE firm was awarded the design-build contract to renovate a two-story building in Houston's East End to house the offices of HRT. HRT is the joint-venture company responsible for construction on the METRORail project.
4 City Construction principal Esther Francis is excited about the opportunity this project represents. "We consider it an important entrée that could lead to future work for us with HRT," she says. "Ultimately, we'd love to win the contracts to build the METRORail stations."
Esther's experience as a construction contractor is extensive. In 2001, she founded CBIC Construction & Development, focusing on the education, healthcare, government and institutional markets. The firm now operates under the umbrella of 4 City Construction.
Just as impressive is Esther's work to improve the industry. In 2006, she helped revive Houston's National Association of Minority Contractors group. Serving as president for three years, she transformed the lifeless organization into one of the most highly respected minority agencies in the city. Today, she serves as treasurer of the local group and sits on the organization's national board.
